American Rescue Plan (ARP)
Federal Stimulus Funding 2021- 2024
Over the next three years, the Remsen Central School District will receive funding from the Federal Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act and the American Rescue Plan (ARP) Act. These one-time funding streams will allow the District to provide necessary programs and services during this time when the District is moving out of the pandemic and more students are returning to in-person instruction.
ARP Act
Remsen CSD has been allocated $1,114,973 in ARP ESSER 3 funding, with a mandatory minimum of 20% ($222,995) to be used to address learning loss. The 20% minimum must be used through the implementation of evidence-based interventions and ensure that those interventions respond to students’ social, emotional, and academic needs and address the disproportionate impact of COVID-19 on underrepresented student subgroups (each major racial and ethnic group, children from low-income families, children with disabilities, English learners, gender, migrant students, students experiencing homelessness, and children and youth in foster care).
While these funds cannot be used to reduce the yearly budget, the remaining $891,978 in funding may be used to address social emotional health and wellness, purchase educational technology, provide mental health services and supports, and provide summer learning and after-school programs.
In addition, Remsen CSD was allocated State Level Reserves funding to support summer enrichment (1%) and comprehensive after school (1%) programs, and initiatives specifically designed to address learning loss (5%), providing a combined total of $700,000.
Remsen CSD was allocated $496,099 in CRRSA ESSER 2 funds, and $165,432 in ESSERF & GEER funds. This funding may be used to coordinate preparedness and response efforts, purchase PPE and provide related training, repairing and improving school facilities, and improving indoor air quality.

Budget Forms refer to those listed as FS10 documents that include all the funding amounts to request prior approval for use of the grant funds from the New York State Education Department. Budget are estimates and subject to change due to the dynamic nature of the district climate, including rising costs, unanticipated or unplanned needs and requirements, personnel changes, just to name a few. In anticipation of these changes NYSED permits budget amendments, by way of a justification in the form of an FS10A (Amendment). Final cost reports are labelled FS10F, and are also included in the corresponding folders.
